Lifecycle
A drop is saved PENDING and does nothing until someone clicks Approve. It then goes
APPROVED → PROCESSING (querying and preparing) → DEPLOYING (handing to the
gateways) → DEPLOYED. Editing is open until 15 minutes before send time; after that
only Clone.
